The earliest meme I can remember seeing is “Push button, receive bacon.” And yes, I did first see it in a forum, I think as someone’s signature, not in a bathroom. Memes like Hamster Dance and All Your Base are older, but I’m very certain I encountered them after that silly interpretation of hand dryer instructions.
I am 31 in internet memes. The information I found mentioned Godwin’s law from 1990 as being the oldest. I still remember waiting to get in the internet through Prodigy, so I could play Carmen Sandiego.
